I get the same pixel-y artifacts on Minecraft as well.
Does anyoen know why my footage looks pixel-y like this? Its weird.

Your bitrate of 4100 BPS is too low for your stream You need to have it set at 6000 bps for that 1080p60
Also, your stream resolution is set to 1920x1040 and not 1920x1080
