Question / Help Do I need more RAM or to update my graphics card?

When I'm running preview on OBS, I'm getting a sold 30fps until I pull up a game like the walking dead.
As soon as I start hearing the audio and seeing the menu, my fps plummets to 5fps.
My graphics card is an NVIDIA GeForce 9500 GT
Processor is Pentium Dual-core e5400 at 2.7GHz running window 7 professional with a 5.2 rating.
I have 4.00 GB RAM on a 64-bit operating system.

Forgive my ignorance on all of this. Is there something else that may be causing the bottle neck?
My internet upload flirts with 2 gb, so I don't think that should cause much issue.
I have tried downscaling resolution, etc on OBS with minimum improvements.

If I had to guess, it's just that my computer is having to use all of it's power on just running the game, but I don't know if that is more likely a matter of RAM or my graphics card, or something else.

Honestly, your whole PC is in need of an upgrade. Your GPU and CPU are both very old, and very underpowered for the task of real time encoding.

Maybe it's time to look into a windows laptop that connects into a tray on the desktop and can then use the desktop monitors etc. Anyone have any advice about that? A good one that they've had luck with, or if that would even do better for streaming? After running the analyzer, I see what you mean about my whole PC needing an upgrade, ha.

A normal desktop would also be an option. But I currently only have an old apple laptop that I can't do any of my work on. I would like to kill two birds with one stone if possible...

Actually, scratch the new PC. I'll have to live with this one for another year or two. You guys think upgrading the processor and graphics cards would help at all?

Not really man, you're on old architecture. and bound by your motherboards socket, nothing priovided on the LGA775 platform will really cut it for streaming.

If you do decide to go the new computer route, I do strongly urge you to buy a desktop and not a laptop if streaming is your goal.

Would this PC do the trick? It sounds like I would likely have to upgrade the power supply, but that's not too big of a deal.
This is cheaper than it'd be for me to scrap my work computer completely and then have to re-invest in all my Microsoft office and other software that are necessary for work. I'm considering keeping my work PC, and then having a cheap desktop dedicated to gaming. If not this PC, are there any under $750 that could do the trick?

Glad I asked haha. Do you know of a cheap(ish) desktop that could handle everything for me? I'm not looking to spend a grand...
