Disconnecting issue

A ping uses next to 0 bandwidth. Streaming uses a decent amount of jitter and latency sensitive upstream bandwidth
A better test is uploading a file to something like OneDrive or Google drive and monitoring performance.

This has nothing to do with your PC. Either something else on your LAN is consuming upstream bandwidth and creating congestion, or something with your WAN link (router, ISP link, etc)
I'd recommend dropping your bitrate to say 1000 and trying again. if that works, increase until a problem, then back off a fair amount, as that limit is likely to fluctuate, so you have to choose trying to max out bitrate and risk dropped frames/disconnect, or having a safety buffer. Then there is the whole figuring out what upstream bandwidth you should have, whether you are getting it or not, and addressing that... none of which has anything to do with OBS
