Sadly, you can't do anything . OBS requires a DirectX10 compliant graphics card. Your Intel 4 Series Express is quite old and it's missing features required by OBS.
Edit: The obs rewrite (OBS Studio) might be able to run on your graphics card, but, it's not yet available (still in alpha stage)
