So i have tried to fix this, and have done test for hours on end... I have found the problem, just dont know whats causing it, or how to fix it.
I have tested my system streaming at pretty much the best i can get it, while still getting 300 fps in csgo and a smooth stream (so its not my hardware that is the problem) but when i stream any game, the game says im getting very good fps and obs is not having any encoding problems, but the game on my end looks laggy while playing it. If i turn off the obs preview this completely solves the in game lag issue, however, i cant stream if i dont know what im streaming...
One of the things that may be causing this problem is me having 2 separate refresh rate monitors, my gaming monitor being 144hz and my 2nd monitor that i have obs open on is 60hz, I have tried pretty much anything i can think of and nothing has worked (aside from turning off the preview)
