Question / Help Different FPS Between Game and OBS?

If I were to play Overwatch at 60 FPS but only have my OBS set to capture footage at 30 FPS, what would happen?

Then Overwatch will produce 60 fps to your screen and OBS will record every other frame to your footage, resulting in 30 fps footage.
