Question / Help Different file sizes with same settings on different computers

Any thoughts why I'm getting radically different file sizes when recording videos on 2 different computers? From what I can tell, the settings are the same on both computers: Recording Quality set to High Quality Medium File Size, mkv type, Hardware encoder, & Video at 1920x1080, Bicubic, 60fps, Audio at 44.1khz stereo.
Both computers are running windows 10 Home, the desktop has a 4gb nvidia card, and the laptop has a 2gb nvidia card.

I just tested a 5 second recording (of a still windows screen). On my laptop the filesize was 38mb, and on my desktop the filesize was 650kb. What other settings could be accounting for the radically different sizes? The quality looks acceptable on the recordings made with the desktop, and I wish I could get the same filesize results on the laptop.
