my pc setup:
r7 1700 (stock clock)
D10 16gx2 3200mhz cl 16
RTX 3060ti XC
MX500 500g (system)
SN750 1tb (for games)
HGST USB3.0 500g 2.5 hdd (data)

I'm test for stream CSGO recently, I find that while I stream , it got a fps dropping, but still high (300 to 200), I can feel kind of laggy but my fps is not that low. I find that bitrate setting can cause cpu useage, like 20000kb/s will be more laggy than 6000kb/s. I'm think of that most of fps game are more single core needed ,and nvenc is low cpu performance demands, what if I set CPU affinity for 2C4T or 1C2T to OBS, can it helps frame drops and laggy with the game.

No, CPU affinity doesn't affect GPU usage. Try lowering your game FPS to 60 or 120 and see if things improve.
