Question / Help "Device is in use by other software"

When I launch 4k Capture Utility using the 4k60 Pro, it gives me a message "device is in use by other software". I don't have any other software up. I opened up OBS Studio and deleted the Video Game Capture device and made sure there was nothing left using the Elgato Cap Card. I disabled shadowplay (in-game overlay) within GeForce Experience. I even went as far as shutting down my PC and removing the 4k60 Pro from the PCIe x4 slot and putting it back in. I removed the driver for the capture card before removing from motherboard. Any suggestions?

I am having the exact same problem... my stream PC is a fresh install of Windows 10 - literally nothing else on this machine - no software, xbox game capture disabled. Not nvidia, so no shadow play running. Were you able to find a solution?
