Question / Help Desperate Help

Alright, as you can see by the title I really need help. I used to be able to stream playing league of legends, with about 2 mbps upload speed, at 1280 x 720. I am using an origin PC laptop. It runs 16 GB ram, processor is Intel Core i3-7100H CPU @ 3.00 Ghz 3.00 Ghz. I use an ethernet cable. Not sure what any of this means, just trying to give as much information about my "setup" as possible. I really want to stream and record more than anything.
I had no problem streaming about 2 months ago, except for high ms in game of about 100-150. Unplayable at times, but I would work with it. Then I tried adjusting my settings based off of youtube videos, because I really have no knowledge in what I am trying to do. Regardless, this helped with the lag but then twitch said my bitrate was unstable. I would not be broadcasting, it would just be frozen. I had it set at 2400? I reset my settings on OBS a few days later, and tried to make a scene for the game and it would not let me use game capture to capture the actual game of league. Just the client through window capture. I even tried to do it as I'm typing this, and it shows a black screen on obs. Anyone know why? Please help me out. I am desperate at this point.
