Problem: Game Capture on DeSmuME has a stuttering problem.
DeSmuME is running in OpenGL Display Method, you get the stuttering shown in the video demonstration. It also has two DirectDraw modes (HW and SW), but with Game Capture you get nothing with those modes.
Neither problem exists with Window Capture.
The problem persists on two systems. The log is with a Windows 10 AMD Ryzen 5 1600 CPU with a 780GTX GPU. The other system is a Windows 7 Intel i7-3770k CPU with a 1080GTX CPU. There is no decernable difference to the severity of the problem between the two machines.
