Entirely depends on what you plan on recording/streaming, but for most use cases it should handle it pretty well.
 
I currently run an i5 8th gen, 16 gb ram, and intel uhd 620 -- and it holds up well with streaming or recording. It's really going to come down to what you are recording/streaming, network bandwidth, etc.
