Desktop Windows Manager High GPU Usage with OBS

Hey I've been trying to figure out an issue with my stream, a week ago it was working just fine but now suddenly it lags, this is what I mean: https://www.twitch.tv/videos/1758385406

I have a 3070 with an AMD 5800x3d with 32gb of RAM (which I installed 2 days ago) so I think that my setup should be able to handle without major issues. However whenever I simply launch OBS or start streaming the Desktop Window Manager spikes up to 30-40% GPU usage, keep in mind these are all readings from the Task Manager but Nvidia Experience shows similar numbers and I think this might be the cause of the lag on my stream.

What can I do to fix this? I've tried installing latest drivers, rolling back to old ones, changing process priorities in the task manager, disabling Hardware acceleration and gaming mode in Windows and a bunch of other stuff but this keeps on happening.. really desperate at this point.

Here is the log from OBS: https://obsproject.com/logs/ObCeXfjiwZXO1J1p

I have a radeon rx 5500 xt and I've been dealing with this for months now. It worked GREAT from late 2021 until around Nov. 2022, when this started happening. For a while, it worked for me to reinstall the drivers, and I'd be fine for that week's live stream. But I'd have to do it again before the show (same day) the following week, every week. But now the drivers have been updated, and this doesn't work anymore, even when I install the old version that used to work.

And this ONLY happens with OBS, so it's definitely OBS. I was using v.27 at the time the issue started, and now I'm on v29, and it's no better. I've removed all extensions, and it still happens. VERY VERY FRUSTRATING, please help!
