EDITED:

Whenever I'm using a monitor source in OBS Studio, Desktop Window Manager CPU usage spikes to the sky and I am met with the system coming to an absolute crawl for a few seconds. I've tested it for a bit and I've confirmed it's the Display Capture source.

Display capture require resources. What process causes usage spikes: obs32.exe, obs64.exe or other?

Hi Serfma, you need to fix the issue of high CPU usage through power options. There are some power settings that can reduce the speed of your CPU if you’re on a laptop or desktop. Here just check your Power Options by tapping the start menu and writing “Edit Power Plan”. Now as you have opened it so just press the option that says “Power Options” in the address bar where you will see a screen so just tap the option “Show additional plans”, then enable a non-power saver plan. Then open Task Manager again to see if case CPU usage returns to normal. Get to know more solutions here https://appuals.com/fix-desktop-window-manager-high-cpu-usage-dwm-exe/ now.
