For non-partnered streamers, the maximum recommended bitrate is 2000kbps. Even then you may get some skipping. I'd recommend dropping to 1500kbps and 720@30 to make sure your stream is watchable by the widest possible viewer-base.
Also, IIRC the LGP still has issues as a USB capture device.
