Question / Help Dedicated Streaming PC - <Cores VS >Cores for encoding

I was wondering if a chart could be made like http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html
So that we can see which CPU's would be the best CPU's to have in a dedicated streaming machine for encoding the streams.

I am interested in know if these i7 /i9 fewer core CPU's are faster than say the new Ryzen 1950X cpu's for encoding.

I know OBS utilize more cores, (it uses all 6 on my current AMD Phantom Black CPU) but i wonder which cpu is the BEST.

Have anyone here got any experience ? - I have a 500Mbit Internet connection, so i want to get as good quality i can for the stream encoding.

x264 encoding does not scale linearly with more cores.

At about 22 threads, encoding efficiency goes way down. There is an extensive thread about it here.

The best CPU is one that reaches somewhere in the 20's for threads, and then has a high clock speed.

The AMD 1920x and 1950x will be amazing for this, seeing as how an 1800x can already do 900p60 and 1080p60 encoding at the Medium x264 preset.
