Completely remove the Streamlabs plugin. Consult their support on how to completely remove it.
Then test again. Looks like you also have a network issue but you need a clean OBS installation without this plugin to see if it's persistent or is another issue caused by the plugin.
thank you for your advice, I contacted my ISP they tested my box and after test they told me that this one was defective, I changed it and everything works perfectly again ( with a new OBS installation, again thank you for your help .
