Decklink Output "mode" - how does it work?

On every system I set up to date, I have a Decklink Mini Monitor
with the decklink software has the default set to 1080i60
OBS is setup up with base resolution 2080x720 and output resolution 960x540.
OBS presents decklink output modes of 1080i60 and 1080p30.

But on this one new station set up identically, OBS is showing 720p as the only mode option.
How does OBS decide what to show in the mode field selections?
The documentation doesn't cover it.
I need the 1080 selections for Decklink.
Pulling out my hair...

There is one material difference on this machine from all the others... its running WIndows 7.
(the others are Windows 10)
I may have to change that.

I get it now!

The decklink settings track the Settings->Video->Common FPS Values setting.
I thought that the decklink outputs might be able to be set to something other
than the Settings->Video field with the sacrifice of another transcode.
But that's a silly notion, because the stated purpose of these fields are as
program and preview monitor outputs it would be a waste of processing to
transode just for the sake of some idea that you want your monitor displaying
at a different rate than OBS is running in..

Those of us that are stretching to use these outputs
for other purposes have to live with this wise choice for these outputs unless the
definition/intention of them of them changes to some kind of general purpose output.
Until then it makes fine sense that these just output in the natural frame rate
that OBS is running with. Conclusion for me: I have to run the OBS system at the
frame rate that I want to come out of the program SDI output.

I was seeing different selections on the Decklink line at different times
because I had, at one time or another, experimented with different canvas and output combinations, and didn't notice the association.

Thanks for this. I had been stuck on v27 for ages thinking there was a bug introduced and now I see that I had a mismatch on frame rate. Now outputting the desired resolution! :)
