Question / Help Decent Setup - Super Low FPS

Setup:
Intel i7 4820k @ 3.70ghz
Nvidia gtx 1060 6gb
16gb DDR3 Ram
3tb hdd
240 gb ssd

OBS Settings:

Game in question: Rocket League
I usually run 250fps (maxed everything, maxed fps possible), but when I stream I drop down to 50-80. Also, i tried switching over to 1280x720 with the same bitrate and had 0 change in performance. Any help would be appreciated

I tried, limited to 144 for monitor refresh rate, still sat at 60-80
