1.) You're using an old or unsupported GPU (some laptop GPUs can also have this issue)
2.) You're running windows vista without the "Platform Update"
3.) I screwed something up somewhere

*EDIT i have installed the latest drivers for my graphics card + i have direct x 11 + i am on windows 7

You're on a laptop, you obviously have this issue. Unfortunately, not all embedded GPUs are fully supported. And there is really very little that can be done about that.

Irrelevant to that matter though, that CPU would probably have major issues streaming either way.

-- The CPU is slow at best.
-- The memory is severely limited and shared with the GPU.
-- The GPU is unsupported.

I just don't think it's going to work out with that hardware.

Where do you find... what? OBS? You have it installed. Otherwise you would not be able to post a log file of it. :P

I'm afraid I'm not entirely sure to what you are referring.

... what? To what are you referring? I see no mention of that. And, secondly, there is nothing on a software level you can do to change the fact your hardware simply does not meet the minimal requirements to use OBS.

Error: Could not create D3D10 device and swap chain. This error can happen for one of the following reasons:

1.) Your GPU is not supported (DirectX 10 support is required - many integrated laptop GPUs do not support DX10)
2.) You're running Windows Vista without the "Platform Update"
3.) Your video card drivers are out of date

So, try updating the drivers for that laptop. If that doesn't fix it then the same story applies -- unsupported and inferior hardware. That CPU is even slower than the other one.
