Can OBS software stream direct from the computer it's installed on. Not going through any service such as Twitch. Is this a stand alone streaming server? If so how do I set it up.

No. OBS is not an RTMP server, it is an RTMP client.
You'd need something like nginx-rtmp to act as a server, but setup and configuration of that is outside of the scope for OBS support.
