Question / Help Cursor Offset (Not a DPI scaling issue)

When playing Hearthstone (possibly other games, I haven't tested) my cursor is way off where it should be. I've read probably every post on this forum about it and all of them say "set your DPI scaling to 100%" or "disable display scaling of high DPI settings" but I've done both of those things and the issue still stands. Plus I never had that off 100% anyway.

Just in case it has anything to do with anything, a list of problems I've had:
-Hearthstone has a custom cursor?
-AMD thinks my 6450 is a 7400 for some reason
-There's audio/video desync, but only when I play Hearthstone? I've just fixed it with editing every time so it's not really an issue.
-OBS likes to randomly disable my microphone, usually when I've just opened it, sometimes in the middle of a stream (I go to audio settings and it just says "Disabled" and I have to switch it back)
-There is occasionally a video lag spike but for the most part it's smooth

And I also put a log file in since most of those seem unrelated.

two options, set your game to full screen which might fix it.

OR
If you have to use windowed mode, match up your base resolution in OBS with your screen size.

right now your screen size and game resolution are 1280x1024, but your OBS base resolution is 1280x720 which makes sense why its not showing up properly in windowed mode. match these two up would be your best bet

I set my base resolution to a 16:9 resolution and set the actual game resolution to that as well. I have to do that because it looks crappy when I upload it to Youtube if I leave it at my original monitor's resolution.

I record in fullscreen.
