Question / Help cursor and text not crisp

hey guys i have a strange problem. everything looks great in game but in windows my fonts and cursor are messed up. on my screen the cursor is smooth and when i capture it has these weird dots in it and so my text looks "off". any ideas?

I can't tell if the issue is youtube transcoding or not. I would need to see a bare video file at this point I think.
