Question / Help CSGO Stuttering

Hey guys,
So im trying to figure out my stream. =/
CSGO runs fine when not streaming, and when preview streaming.
As soon as I stream, it starts to have a weird stutter lag in game. Its evident through this capture here:

Its pretty evident when changing guns especially.

~Comp Specs~
i5 2500k @ 4.6 ghz.
Asus p8z68-v pro
Powercolor R9 290x
Custom watercooled loop, so the system runs cold.

I've tried turning off / unplugging my webcam.
Same thing. =/

put your scene buffer time back to default (700)

use game capture whenever its possible

your webcam is already running with lower resolution which is perfectly fine.

if nothing help then go ahead and try obs multi if even multi keep the game stuttering then dont use windows 10 :/
 
Yeah. Changing my scene buffer time back to 700 did not change much. I think im using less CPU though, but the game still stutters in game.
And what do you mean OBS multi?
 
- Close Raptr/disable its overlay hook
- Limit your ingame FPS via vsync or fps_max or RivaTuner or whatever you prefer
- Try launching CSGO with the -high param so it runs with a higher process priority
 
Hey Sapiens. Ive tried closing / disabling Raptr. Sorry I had it set to launch on startup and forgot to close it that time. Ive since disabled it completely.
Ive tried capping my ingame FPS, with little to no success.
Just tried launching with the -high param.

One thing that I did just try was the OBS with VCE support.
It worked for the most part. Only a few small hiccups, but worked. BUT at a cost to quality. Im running 2000 bitrate so I believe im on the lower end of having VCE Work well....

Im using the Negev because (to me) it shows it stutter the best. You can also see it when changing to a knife for example, but the negev shows the easiest proof of A) Losing some shots because it stutters B) Audio stuttering with it (To make it seem as if its the entire game that stutters, not just a graphical glitch).

Any other tips or suggestions would be great.
