Question / Help CSGO STUTTERING WHILE STREAMING HIGH FPS

Hey so yesterday for some reason my cs started feeling really laggy and i found it out its only like this when i stream.

This confuses me as i have as 144hz monitor (all configured properly), and the game is running 200+fps yet its feeling like 30fps on 60hz and what is even more confusing is that the stream feels perfectly fine.

I have a fairly decent pc so i doubt its hardware limitations but even so here are my specs:

Ryzen 2600x
r9 390x 8gb
24gb Corshair lpx 3000mhz ram
CSGO and obs both installed on a SSD

if someone could help that would be great.

To add to this just started playing overwatch on stream and the same happens. 200+fps but still feeling really shit

No output session in the log.

Open OBS. Start a stream or recording session. Observe your issue. End the session, then upload the current log without quitting OBS.

144hz does not sample to 60hz smoothly.
