Question / Help CSGO Rubber banding while streaming

Here are my specs:

i7 4770k & GTX 970

12ms ping / 28.44mpbs down / 4.95mpbs up

Here's the story:

I stream downscale to 720p @30fps with a bitrate of 2800. Everything was fine and dandy until the other day, I tried playing CSGO and the weapon animations started to rubberband. It just feels like the whole game is stuttering. It makes it impossible to play competitive on stream. This only happens when streaming as well, as when I don't have OBS running, its fine.

Process Priority Class is normal, tried on Above and high, same thing.

x264 CPU Present is set to medium.

I've tried max_fps to 144 (my refresh rate) I've tried max_fps 0, 999, etc. Nothing.

Again, it was fine up until a few days ago. Any ideas? It's driving me insane.

Im not sure how to include a log file, but if one is requested, I will make sure to learn and get one.

Game capture detected a hook conflict but was unable to determine which application was responsible. Try closing any other applications that may be injecting into your game, such as FRAPS, D3DGear, MSI Afterburner, AMD Raptr / Gaming Evolved, Action!, TeamSpeak/Mumble Overlays or any other kind of FPS monitor or overlay program

This is the only thing that pops up when analyzing the log.

Also, did a test stream with 2000 bitrate, 30fps at 720p and a CPU present to VeryFast and it made no difference.

This also popped up in a recent log

I have the same problem only when i stream cs go with obs without obs its fine

if i switch my guns its laggy for 2 or 3 seconds my ping raise up from 24 to 100 and goes back to 24

btw its only in 128 tick server :(

Might be internet connection problem. Maybe check device manager network usage.
While streaming and/or playing online game, open command prompt and try: ping -t google.com (ctrl+C to stop)

Streaming needs upload speed. If pushing past limited speed, internet will lag with high ping.

More likely that XSplit and OBS are two completely separate programs; XSplit does not elicit the networking problem on your end, OBS does. Try going to Settings > Advanced and checking "Disable TCP send window optimization".

Result is

In the log I find again and again the message

you can't do anything. when hooks are unknown I just assume they are inactive hooks. Either way, when they are unknown, they dont seem to affect performance that much.

If everything is working then don't worry about it. The Steam overlay generates "unknown hook conflict" warnings but doesn't actually hurt anything.
