Question / Help CSGO is very choppy when streaming

I play CS:GO. It is pretty much the only game I care about streaming. Here are my Specs:

-OS: Windows 10
-CPU: intel i7-4790k
-GPU: Nvidia GTX960
- 500GB SSD, 250 SSD, 1TB HDD
- Dual monitor:
-ASUS 144hz
-Samsung 60hz

I know some people have the same specs as me and have no problem whatsoever when it comes to streaming. Are my settings wrong? What could be fixed?

I thought this setup would be nice enough to stream, but I guess I'm wrong or I'm doing something wrong. Should I plan on buying a streaming PC or could getting another GPU fix these issues?

OBS Settings:

OBS-studio makes my game lag even without streaming.....


CSGO Setting:
- 1024x768 BLACKBARS
- All settings LOW

I understand that using a dual monitor can cause performance issues, but it happens even with the monitor turned off/unplugged.

Basically my game is very choppy and super hard to play, and my frames are STABLE!! Nothing wrong with frames!
I use MAYBE 40% of my CPU while gaming and streaming.
