Question / Help CSGO is very choppy when streaming

I have 350mb Download and 25 Upload so I don't think internet is a problem.Only when I stream my game feels very very very choppy and it's kind of frustrating. I have pretty much tried everything the internet has had to offer on this problem, but nothing has seemed to work.

Any suggestions would be very much appreciated.

I've done 60, 30, and recently tried 25. It's all the same.

I boosted it back to 30.

I found out if I disconnect my other display it will run very smooth. My main display is 144 hz and my other one is 60hz.. Would that make a difference?
