Question / Help CSGO Frame Drops

I get a constint 200-300 Frames, some times higher depending on map and area of map.
This is a recent issue im having that happened after i installed OBS.
Had to reinstall it cause i reinstalled windows do to this issue prior.
This started to happen about a month ago. Been using OBS for well over a year tho.
Game drops every few seconds to 40-80 frames for no reason, then recovers, Happens even when OBS is closed ever since i ran it once.

Specs
AMD FX-8320 OC 4.6GHz
8gb RAM DDR3
GTX 1070

it didnt happen until installed and ran OBS so ya it is.

Restart the computer, don't launch obs.

it happens non stop. Friend thought it was Video drivers o i tried to reinstall drivers broke pc. Reinstalled Windows. Didnt have issue for last 2 days just installed OBS to stream and bam, issues again. IDK y, my only guess is somthing with OBS is breaking my my csgo? i use game cap
