Question / Help CSGO FPS problems with OBS

Ok so the problem I'm having is that when I don't have OBS open, I get around 400fps in CSGO, Quite usual for a 1070 and i5 6500 at low (ish) settings on CSGO. As soon as i OPEN, not even record or stream, just having the program open, causes my FPS to lock at 60. Help?

(EDIT) Having it recording makes it drop to 60, I have stopped recording and it went back to 400-300

(EDIT) Yea so having anything on in general (streaming/recording) screws my fps. This doesn't happen with PUBG though.

So it's the act of running anything hardware accelerated on your 60Hz monitor while ingame on your 144Hz. I believe this is a Windows 10 issue or a W10+Nvidia issue, I don't recall seeing AMD users reporting it. The mixed refresh rates causes strange issues like the one your are having.

You could try "Disable Fullscreen Optimizations" on the CSGO.exe, the OBS exe and hell even Chrome/Firefox exe. It's one of the compatibility options people tell you to turn on because "insert reason here". In some cases it legitimately fixes the issues, other times is placebo like "moar ferps! I swear my game runs better"
