Question / Help CSGO Animation Lag When Streaming

So when I stream CSGO I get this animation lag when switching weapons and when spraying I am unsure of the problem my ping is also fine but when I lower the bitrate of the stream it doesn't happen as often so it maybe my ISP (EE) if so should I phone them and complain. I have also checked for packet loss and don't have any at all. I would also like to point out that the game is running at around 250-300 FPS.

I7 4790k
Gainward GTX 770
Corsair 16GB Vengeance @ 1600mhz

OBS Settings:
Bitrate: 2000
CBR: Enabled
Audio Bitrate: 98
FPS: 30
Resolution Downscale: 1280x720

Internet Speeds:
Around 4MB Upload
Around 10MB Down
