Question / Help CS, laggy stream

So I have tried streaming cs:go and it is laggy af for the viewers and I mean all viewers. I have lowered bitrate, lowered fps and tried alot of other things. So I tried using overwolf to see if that would fix the problem (which it didn't) so since it didn't I assume it is internet.

UPDATE - So recordings are fine, but when I stream its not just the game lagging its the little labels I have too. If record without the game and just have a black screen with the labels it doesn't lag I also have been told my voice doesn't lag.

Streaming a CPU intensive game in 1080p on a mobile CPU, yes thats normal.

Now If the downscale doesn't work what would the problem be because if my audio isn't chopp y it can't be my connection right?

Didn't work need more help, a streamer told me it was my CPU or GPU
