Question / Help CS:GO stutters when I record locally

Hi,

My name is Chris and some time ago I got into this YouTube thing. I recently bought a Logitech C920(well, this is not that important) and I wanted to use it so I decided that I should use OBS. My PC specs are here:
CPU: Intel Core i5 4460
GPU: Gainward GeForce GTX 760 Phantom 2GB
RAM: 8GB
I would like you to give me some advice for local recording CS:GO and some old AAA titles if possible. I'd like to record in 1080p60 but I know that's not possible with my CPU, I could try 720p60 if possible. The problem is whenever I press the recording button the game(it's CS:GO's case) starts to stutter even though I have like 250+ fps most of the time. Can you please help me?
 
You'll probably also need to cap your FPS to something reasonable, like your monitor's refresh rate. Shouldn't matter if you do so with vsync or fps_max but it needs to be limited.
 
CS:GO doesn't feel smooth @75 fps, neither does at >100(at least for me). I got one monitor(the old one I actually play on) which is 1440x900@75Hz and one Samsung HDTV which doesn't seem to run @60Hz, it runs @59Hz. Maybe this is the problem?
