Question / Help CS:GO Low FPS drops

Specs:

Core: Intel Pentium II G342 Dual Core @ 3.20 GHz
Ram: 8GB
GPU: NVidia GT630 2GB
Motherboard: Asus H81M-A
HDD: 1TB

Internet:

I stream at 1280x1024 and i got around 60-70 FPS while i am not streaming. I also have my OBS set to 30 frames and 3000 bitrate. My Resolution in game and over all is 1280x1024. All graphic settings in game are on low.

Hmm.. im guessing a CPU bottleneck. Your GPU is a bit underpowered too, but the CPU is the primary concern. My Pentium III couldnt even run AoE3 back when it came out.
