I don't seem to be able to find an answer to this exact question anywhere so I'm going to ask here.
So basically, when I stream CS:GO I noticed that my game starts feeling a little choppy and I start getting screen tears. I thought this was obviously because I'm streaming, my CPU was sitting around 80-90% usage whilst streaming with other streaming apps open, tabs on Chrome, etc. But then I decided to see if it was from the actual app itself, and surprisingly if I have OBS Studio open on my second monitor whilst playing CS:GO, it starts getting these issues.
This does NOT happen in any other game.
PS: I also had an issue where it felt like I was getting ping lag but I had fine ping in-game, but I fixed this by minimising network impact in advanced settings.
CPU: Intel Core i5 4690k @4.6GHz
GPU: 2GB EVGA GTX 960 SSC
RAM: 24GB DDR3
I have both the game and OBS installed on an SSD.
I think this is all the specs you really need.

EDIT: What I mean is that the game has these issues even when I only have OBS OPEN, not necessarily streaming.
I also play CS at resolution 4:3.
