What happens in game: Game FPS is normal 60-100 FPS then suddenly drops to 10-20 FPS for like 5 seconds making the game unplayable then jumps back to 60-100 FPS.

What happens in OBS: Nothing that I can see, all settings are optimized for my system, no dropped frames in OBS itself, no network problems, nothing however I don't know how to read a log (see attached)
CPU: when the FPS spikes happen the CPU percentage spikes to 90%
*Changing FPS settings, Resolution downscale, Bitrate, In Game settings has done nothing, I still get the spikes. Even when everything is on the lowest possible settings.
I use 3500 bitrate I know don't tell me to change it, it will not do anything as this still happens when recording offline aswell. My viewers see my stream fine when i'm on 3500.
UPDATE: No response 1 week later, still happening please help
