EDIT: it was windows aero, disabling that I'm locked at 300fps no stutter

It was more than likely the anticheat hook you are enabling for CS:GO which I dont believe is needed. aero is recommended enabled.

Nope, I toggled the anticheat workaround with no results, only disabling aero fixed it

It's fixed without aero on so everything else is inconsequential
