Question / Help crf= custom x264 not working

Hi,

This is my current setup, but as you can see it is only doing 1k bitrate (the bitrate setup). Other's just simply set the custom x264 and it changes the bitrate to whatever is necessary but it doesn't seem like it's helping here.

Any ideas?
