Create virtual capture device in OBS

Will OBS create the virtual capture device for othre software use it? example: VideoLAN

I want to use VLC to stream out my video via OBS. The Xsplit already had this function. Capture device name: Xsplitbroadcaster

This is probably a topic that would be better for the suggestions forum, but yes I am aware that people want it. I admittedly don't want to program it, but I probably will eventually if someone else doesn't do it before then.
