"Create broadcast" and "Create broadcast and start streaming" are grayed out

I've been unable to stream for five months due to various life issues, and I've been gearing up to get back to it again, testing my sync and sound today in a few test streams, when suddenly when I'd open OBS it started telling me it was having a YouTube access error and to check my network connection and my YouTube account connection. Both are fine and it still was giving me the error. I disconnected and reconnected my YouTube account and now OBS is no longer giving me that error, but now it won't let me set up a stream, with the two "Create broadcast" options grayed out. There is no broadcast already set up, as nothing appears in "Select Existing Broadcast".

How can I fix this? Please help me.
 
Another question...while I was waiting for answers on this, I decided to try installing StreamElements at the suggestion of a friend who told me it allows easy multiplatform streaming. Well, I instantly regretted it and want it gone (I didn't know it was going to invade and change OBS on me, it slowed the program to a crawl, it crashed OBS numerous times when I was trying to change settings, and it added a bunch of confusing things it doesn't explain). I uninstalled it, but it left a bunch of its garbage in OBS. I deleted everything I could find with the words "stream elements" in it from the OBS plugins folder on my system, but like a bad STD, StreamElements just won't go away. How do I get rid of the StreamElements garbage on the right and bottom-right sides, and the "Add Element" button it added near the bottom-left? I even tried installing OBS again in hopes that it would clean it out, and no. I'm really upset.

Everything in my research told me the only way to completely get rid of StreamElements is to uninstall and reinstall OBS, but all my sources and their settings and filters so fine-tuned that it would be a nightmare to rebuild. I did figure out I could at least hide the Stream Elements junk by unchecking this box, so I suppose that's the best I can do on the StreamElements problem.

I just need help fixing the grayed-out "Create broadcast" problem now. I'm supposed to return from my five month streaming hiatus tomorrow, so if it's at all possible that someone can help me ASAP, it would mean the world to me.
