Question / Help Crash when opening Encoding Tab or Recording (AMD VCE)

Hi,
Since i updated to Windows 10 Insider Preview 64bit (first i used Windows 8.1 Pro 64bit), OBS crashes when i try to record or open the Settings -> Encoding tab.
I use OBS with AMD VCE 32bit. I already tried the 64bit version, still the same issue.
My Graphics Card: Sapphire Vapor-X R9 280x
Driver version: 15.4
Processor: i5 4460
