Question / Help CPU utilization

So i have been streaming games like league of legends and other games and i got on a old game that is called infestation survivor stories. I was playing and i started getting theses fps spikes where my ingame fps went down. (i had theses before with the CPU and gpu i have). i looked at my task manager and it said my cpu speed was at 2.72 Ghz. my cpu can clock at 4.0. i want it to be at a higher CPU speed when im streaming and i want to get rid of the fps spikes.

My specs are CPU : AMD FX 8350
GPU : GTX 660 TI

when im streaming my cpu gets to about 45-50 c and my gpu get to about 50-56 c

You could always try lowering your OBS FPS a bit. Not sure I know much about that CPU unfortunately. I don't *think* it should be lagging. Perhaps something else eating up a lot of CPU?

Lowered the render quality to 2.00, works fine now. still dont understand why i cant stream at 720p. o yea no other programs are taking up and cpu utilization
