Question / Help CPU usage questions and problems.

i just got my streaming set up (elgato hd60) and I use a dell Vostro laptop with i5 processer and 6gb of ram. I am very new at steaming and computers so I am still learning so apologizes for any dumb questions. When I first had OBS and was streaming I kept getting the high cpu usage warning and when I checked I was around 95%. That scared me off so I went through all my settings and down scaled resolution, took my webcam way down, went to ultra fast instead of the default settings. My cpu usage is hovering around 40% now. I'm just wondering if that's acceptable and will not cause any harm to my laptop when streaming! I also have another question in regards to the settings on OBS. When you are changing your resolution downscale, there is an option above it with 2 boxes and allows you to change resolution, will changing that also reduce cpu usage?
