So I stream, what I call, the average i5 set up.
Usually when I stream, my CPU only uses about 60%-80% max to handle everything, maybe even 85% at max.
but One huge thing and only problem I noticed is that when I stream Arma 3, randomly, for some reason, why I'm here, the FPS would dip because the CPU Usage overrall of my computer would go down.
The CPU would be like... 65% then it goes down to 40% for whatever reason and make Arma 3 lag.
Things I Tried:
1) Process Priority Class: Changed all three and tried each, same problem, put it back to Normal for now.
It did not do this on OBS VCE (aka AMD's verison of Nvidia NVENC). The quality isn't better and overrall the bitrate stutter isn't good for streaming. Also I DID SWITCH TO Normal OBS "Classic" 64 bit when I did x264 streaming. I use each other separately for each use.
Btw Arma 3 isn't the game I'm going to be streaming, but I just wanted to test it out on Arma 3.

What should I do? Need more info? Tell me if u do. Pls experts and newbs alike, help. :)
EDIT: I would be at like 45 fps (Normal for Arma 3 Wasteland) and then go to 20-25 fps
In Arma 3 Battle Royale, I would be at 60 fps and then go to 20-30 fps, something like that.
OS: Windows 8.1 updated to last update.
