Question / Help CPU Usage continously getting eaten up

Lately, my OBS software has been using a ton of CPU when I stream, record and even preview. This also doesn't work in the background while I'm playing games, or even when I have a different tab open in front of the OBS tab. I am using a little laggy Windows 10 HP laptop, so that might be the problem.
Version: 32-bit

No logs can really be shown...
 
What do you mean no logs can really be shown?
If you've even used OBS once logs can be shown.
