CPU that can do OBS X264 Medium Preset 4k @60fps

So I'm building a 2nd PC for 2PC streaming setup. What would be a good CPU to get now (money doesn't matter) that can do 4k @60fps X264 with Medium Preset in OBS? Any infos would be appreciated.

There is no CPU fast enough for that, nvenc would be a better option for that. So a 1650 Super or better, for the turing encoder.
