CPU spikes up to 80% during stream for no apparent reason

I stream music production on twitch using Ableton Live 11. OBS will spike the CPU and read as high has 80%, when normally it is running around 20-25% CPU according to the readout at the bottom right of OBS (and also in windows task manager) This will sometimes happen off-stream as well if I have OBS open. I've tried reducing the number of scenes and sources in my scene collection but I'm still getting random spikes. Here is the log file from the current session. Any help would be much appreciated! Thank you.

Origin NS-17 PC, windows 10
intel i9 9900k CPU
Nvidia 6GB RTX 2060
64 GB RAM

Run as Admin, Update Windows

Check your power effinency in Windows.
Second replace mov video to other light format.
Set resolution for target resolution, e.g. 1280x720, now you have base resolution 1920x1200 and rescale to lower, it is not necessary set both resolution to the same value.
