Question / Help CPU Spikes, Game slows to halt

I cannot seem to fix this. I have tried following guides, changing bitrates, and everything else.I know I know, Post logs... well, I am well ahead of you for that.. Here they come:

OBS Log Attached.
So the moment I run OBS the CPU usage percent jumps to 100. Neverwinter is the game in question. (Not Nights, but the D&D Version) which by itself runs very smooth at high settings. I dropped the settings on it, lowered everything I can on OBS... nope. It is still completely unplayable. I should have the hardware and network to run it and stream to Twitch. Any ideas are super welcome.

That sounds like it might be a heat issue, which could cause your CPU to underclock itself. What is the CPU usage just from playing the game and not running OBS? Go grab Prime95 and HWMonitor and make your system isn't cooking itself.

CPU usage by the game when it is running is around 12%. I added the HWMonitor results as a txt file. Seems to be in good nick.
