Question / Help CPU Preset on an i7 6900k @4.2 ghz

I am currently running my stream with OBS Studio at 1600x900 Output Resolution at 60fps. I have a webcam on screen that is 480p resolution and 30 fps. My internet has an upload speed of 800Mbps.

I have a dual PC set up with my streaming PC running at i7 6900k overclocked to 4.2Ghz. Right now I have a CPU preset of slow but it only takes up around 35% CPU usage and all my cores are running cool. I used to stream at 720p but now since the new bitrate has upgraded from twitch I am currently testing out 900p and possibly 1080p.

My question however is that when I upped my output resolution to 900p, I started to notice frame drops. Not from OBS but stuttering on the twitch website when people are watching my stream. With only 35% CPU usage. shouldn't my i7 6900k easily handle this encoding? I would like to go even slower for my CPU preset but even if I go to placebo, my cpu usage isn't even close to 100%. Anyone have any suggestions on why with low CPU usage, I am getting dropped frames on twitch? Thank you

From what you have described, your preset is not your issue. Side note, placebo usually is not worth the CPU time even if you computer can handle that preset.

It appears that perhaps the data difference between 720p to 900p is too much for your ISP upload despite your current speed test results. Perhaps try 1080p60 to test out this possible cause even more? Good luck.
