Question / Help CPU or GPU Intensive?

Every x264 based encoding solution depends on the CPU though if you would be streaming and gaming on the PC a decent GPU isnt too bad. In your Case all that really matters is your CPU

Both, but more CPU for x264 encoding. OBS does need a not-terrible GPU as well, something that cost $100 or more when it came out, if it came out in the past five years, should be good enough.

As long as it meets that requirement, the CPU becomes more important.

So would my AMD APU A8-7600 do fine streaming with an xbox elgato

None of the APUs are good for OBS encoding. I'd go with the FX6300. If you're buying a whole new computer, go with Intel though, not AMD. If you're trying to do a CPU replacement on an AMD motherboard you already have, then a 6300 or better would be, better.

I'm building a whole new system, I want to go with Intel but they're really expensive

You can do the single. Just get the right motherboard and be sure to do your homework first about memory, what size case it'll fit, which power supply connections it needs, etc.

I have it running as a single CPU Setup but finding a Motherboard for a reasonable Price that was supporting the CPU out of the Box was quite hard, though generally every 2011 Board should support the CPU.
